Representation and warranties are not a well-known or understood area of the law by most business owners, but that does not make it any less of a vital element to have included in your contract!
Legally speaking, this provision is extremely important.
What if the contractor does not legally have the rights to enter into the agreement? What if the agreement conflicts with another contract the contractor has entered into? What if the contractor does not have the necessary skill/experience to complete the services? What if the contractor does not abide by local and federal laws relating to licenses and permits when carrying out the service?
This agreement covers all of that and more.

Statement that the contractor has the rights to enter the agreement and that it does not conflict with another agreement
Agreement that the contractor will fully perform all services stated in the agreement
Statement that signing the agreement will not place the contractor in breech of another agreement
Agreement that the contractor has the necessary skills & experience to complete the services, and will do so in a professional and workmanlike manner
Agreement that the contractor will comply with all relevant laws regarding licenses, business permits, etc.
Statement that the contractor will produce original work, and nothing that infringes on anothers intellectual property or copyright rights
